ABSTRACT={This article analyzes the gradual emergence of an industrial issue on the public policy agenda. Focusing on the Oleron offshore wind project (Charente-Maritime, Nouvelle-Aquitaine), it demonstrates that the institutional agenda-setting for offshore wind in France stems from the convergence of several dynamics - territorialization, national planning and the scaling up of wind power- within which three dimensions of renewable energy acceptability are constantly being reconfigured: socio-political, community, and market acceptability. Spanning nearly two decades (2007-2027), the article thus retraces the turbulent trajectory of a large-scale energy project, subject to multiple tensions, highlighting that the relationships between industry and the State are continually structured around power dynamics and processes of negotiation and co-construction.}}
