The management of this resource improved the socio-economic conditions of the Togolese population during this period. However, the management of this mineral, as well as its socio-economic and environmental impacts, has been a source of conflict between local communities and the institutions operating the phosphate mine for several decades now. This once again raises the issue of the effectiveness of private and state modes of natural resource governance for local development in Africa. This article assesses the governance of this resource and the impacts of that governance. It also analyses the regulatory mechanisms put in place to ensure optimal management. In this context, compromise is analyzed as a social regulatory mechanism and a mode of governance aimed at ensuring that mining operations benefit all stakeholders. Éditeur : ISTE OpenScience
